Assassination rogue missing 15% of melees

I been watching combat rogues and sub rogue dps meters and I do not see there melees missing I see blocks and parries but no misses then I hop on my assassin rogue and I miss roughly 15% of the time I don't get why anyone know?

Dual wielders still have a 15% chance to miss. Everyone else has 0%.
