How would I check if it's off the rail or not, NewEgg & TigerDirect only mention the quantity of the various cable types

For PCI-Express Connector it just says 2x 6-pin, 2x 6+2-pin (the 470 I'm looking at only reqs. 2x 6-pin)
Kick basically answered it for you, just make sure the cables are "pre-included". Off the rail is slang for basically "already there" in regards to PSU instead of having to make the connection via a converter etc. =)
