Yeah when I first saw the link to this site, I thought it was just a tabloid style repost site, but when I started to read it, I realized it's more of a The Onion satire thing. They pieces of a real story and interject ludicrous information into it. Think about it - a lottery official saying "He's a dick"? That's not going to happen with all the corporate lawyers around. Then all the Supertroopers videos and references further down the site.
BTW, if you go to the homepage of iywib.com now they address the fake press release:

The other day I wrote a press release about a guy named Paul Horner winning the Mega Millions jackpot. I thought it would be funny if the winner of the $640 million was already the wealthiest guy in his state and was also a total douchebag. I figured there would be a lot of angry people after the drawing, so what better way to pour salt on the wound than with a story like this one. I Photoshopped a winning ticket and wrote about him being from Maryland after the first winner was announced being from there. Anyway when I wrote this at 3am on Saturday I thought it was pretty funny, but I didn't know that less than 24 hours later the page would be viewed over 185,000 times. Seriously, this article was viewed 185,000 times by over 165,000 people yesterday ha. People started debating god and satan, if the story was real or not, what they would do with the money, and how much they hated Paul
